What Must a GST Invoice Contain?

The mandatory particulars every GST tax invoice must show under Rule 46 of the CGST Rules — with a worked example, common mistakes, and when different invoice rules apply.

What Is a GST Invoice?

A GST invoice (formally, a "tax invoice") is the document a GST-registered business must issue for a taxable supply of goods or services. It's not just a bill for a customer — it's the legal record that lets the recipient claim input tax credit, and it's what GST authorities check to verify that the right tax was charged and collected. Because of that, GST law doesn't leave invoice content to each business's own template design: Rule 46 of the CGST Rules, 2017 sets out exactly which particulars a tax invoice must contain.

This article explains the general rule for a standard GST tax invoice. It isn't tax advice for your specific transaction — for an unusual case (a specific exemption, an SEZ supply, a sector-specific notification), check the current CBIC rules or a tax professional before relying on it.

What Details Must a GST Invoice Contain?

The following particulars come from Rule 46 of the CGST Rules — the provision that governs what a tax invoice must show. Not every field is relevant to every transaction (place of supply, for instance, only applies to inter-state supply), which is covered further down.

What is the minimum information a GST invoice must contain?

Under Rule 46 of the CGST Rules, a tax invoice must show the supplier's name, address and GSTIN; a consecutive invoice number (unique per financial year, up to 16 characters); the invoice date; the recipient's details; the HSN/SAC code; a description, quantity and taxable value of the goods or services; the GST rate; the tax amount split by CGST/SGST/IGST; and the supplier's signature (waived for electronic invoices).

Is a GSTIN compulsory on every GST invoice?

The supplier's GSTIN is always compulsory. The recipient's GSTIN is required only if the recipient is a registered business (B2B). For an unregistered (B2C) recipient, GSTIN isn't applicable — but if the invoice value is ₹50,000 or more, the recipient's name, address and delivery address (with state and state code) must still be recorded.

How many digits of HSN code are required on a GST invoice?

The number of HSN digits depends on the class of taxpayer as notified by CBIC — broadly, larger taxpayers (turnover above ₹5 crore in the preceding financial year) must use 6-digit HSN, while smaller taxpayers generally use 4-digit HSN on B2B invoices. Because CBIC can revise these thresholds by notification, confirm the current requirement for your turnover band against the latest CBIC notification rather than assuming last year's rule still applies.

Does a GST invoice always need a signature?

A physical or digital signature of the supplier or an authorised representative is required, except that Rule 46 specifically waives it for an electronic invoice issued in accordance with the Information Technology Act, 2000 — which covers most invoices generated through billing software today.

What's the difference between a tax invoice and a bill of supply?

A tax invoice is issued for a taxable supply and shows the GST rate and amount charged. A bill of supply is issued instead — under Rule 49 — for exempt supplies or by a composition-scheme dealer, and must not show any tax amount, since composition dealers aren't allowed to collect GST separately from customers.

GST Invoice vs Regular Invoice

A "regular" or non-GST invoice is just a commercial record between two parties, with no legally fixed format — a freelancer without GST registration, for instance, can bill however they like. A GST tax invoice is different: because it's the basis for input tax credit and tax reporting, it must carry the specific particulars set out above (GSTIN, HSN/SAC, tax breakup, and so on), whether or not the seller would otherwise have included them.

Common GST Invoice Mistakes

  • Reusing an invoice number from a previous financial year — the serial number must be unique within each financial year, not unique forever.
  • Charging both CGST/SGST and IGST on the same invoice — a supply is either intra-state or inter-state, never both, so only one combination applies.
  • Leaving out the recipient's state and state code on an inter-state invoice, which is what actually determines the place of supply.
  • Quoting an HSN code with fewer digits than your turnover band requires (or more than needed, which isn't wrong but adds unnecessary detail) — confirm the applicable digit count for your turnover rather than copying a competitor's invoice.
  • Issuing a tax invoice — instead of a bill of supply — for an exempt sale, or for a supply made under the composition scheme, where GST cannot legally be charged separately.
  • Forgetting the reverse-charge declaration on a supply where the recipient, not the supplier, is liable to pay the GST.

When Different Invoice Rules Apply

The particulars above cover a standard tax invoice, but GST law carves out several situations where the requirements differ:

  • Exports and SEZ supplies: instead of the usual recipient-address fields, the invoice must carry an endorsement such as "SUPPLY MEANT FOR EXPORT/SUPPLY TO SEZ UNIT OR SEZ DEVELOPER FOR AUTHORISED OPERATIONS ON PAYMENT OF INTEGRATED TAX" (or the equivalent bond/LUT wording), plus the recipient's details and the destination country.
  • Reverse charge: the invoice must explicitly state that tax is payable on reverse charge, since the recipient — not the supplier — will deposit the GST.
  • B2C sales of ₹50,000 or more to an unregistered recipient: the recipient's name, address, delivery address and state must still be recorded, even without a GSTIN.
  • Composition scheme and exempt supplies: these use a bill of supply (Rule 49), not a tax invoice — no GST amount is shown, since composition dealers can't collect tax separately from customers.
  • Revised or supplementary invoices: issued under Rule 53 to reference and correct an earlier invoice — for example, after a price revision — and must cite the original invoice's number and date.
  • E-invoicing: businesses above the notified turnover threshold must generate an Invoice Reference Number (IRN) and QR code through the government e-invoice portal; the invoice must carry that QR code, and the supplier's signature requirement is waived on the resulting electronic invoice.

If you regularly issue quotations, proforma invoices or delivery challans alongside tax invoices, keeping all of them consistent (and switching cleanly from a quotation or proforma into a final GST invoice once an order is confirmed) is easier with a single set of tools rather than re-typing details each time.
